SUPPLEMENTAL AGREEMENT BETWEEN
AFGE LOCAL 2040 UNIT A AND DFAS-DE
SUPPLEMENT TO ARTICLE 8
Use of Facilities by the Union
(A support agreement will be completed documenting
the provisions in this Article.)
Section 1 Meeting Room.
We agree that whenever practicable and available, a
room will be provided for meetings of the Union.
Section 2 Union Office
We agree that limited office space shall be made
available to the Union. Where practical, such
office space will be used for Union Official(s)
and employee(s) to meet rather than the open work
areas. A class A telephone will be provided for
Union's official use in this office space.
Section 3 Announcements
The Union may submit news articles or announcements
for Center publications. Normally, such notices will
be forwarded to Human Resources at least one
week in advance of the publication date.
Section 4 Publication
The employer agrees to provide all DFAS personnel
publications and agency supplements to the
Union, and additional copies upon request.
Section 5 Bulletin Boards
Bulletin board space on Center official bulletin boards
will be provided to the Union. Concerns regarding the
amount of space, or content of items posted, will be
addressed by the Labor Management Committee.
Section 6 Telephone Directory
The Center telephone directory will contain the name,
location, and telephone number of the Union.
Section 7 Parking
We agree the Union will be provided reserved parking spaces.
SUPPLEMENT TO ARTICLE 12
Alternative Work Schedules
DFAS-DE Regulation 1100.7-R will dictate the standard
hours of work except for the modifications
resulting from any alternative work schedule agreement
between the parties.
SUPPLEMENT TO ARTICLE 17
Health and Safety
Section 1. General. We fully agree with and support the need
ensuring a safe and healthy work environment for all
employees. A Center Health and Safety Committee
will be established to provide the services, visibility,
and proactively envisioned and enumerated within
the Master Agreement.
Section 2. The Health and Safety Committee will be
comprised of four (4) individuals, two (2) representing
Management and two (2) representing the Union.
Section 3. The Health and Safety Committee will report,
as appropriate, the results of their efforts to, and/or
request assistance from the Center Health and
Safety Council and the Labor Management
Committee (LMC).
SUPPLEMENT TO ARTICLE 25
Quality Initiatives
We agree all employees will be given the opportunity
to recommend quality initiatives and participate in
process improvement teams or other problem-
solving vehicles that work on improving business
processes, procedures, or practices. The Union
will be given the opportunity to be represented/
comment on any quality initiative which may change
personnel polices and practices, or other matters
affecting general working conditions of employees.
SUPPLEMENT TO ARTICLE 33
Personnel Records
Section 3. Supervisors Record of Employee
A. DEFAS-DE Form 971 will be the employee record
maintained by supervisors.
B. Where it is not contrary to law or Office of Personnel
Management regulation, an employee (upon verbal request)
or his/her representative (designated in writing) may
inspect the employee's DFAS-DE Form 971,
Supervisor's Record of Employee.
C. Employees will be given an opportunity to discuss
and initial all comments entered on the supplemental
portion of the DFAS-DE Form 971. The employee's
initials indicate only that the employee is aware of
such entries. The employee's initials do not indicate
concurrence/non-concurrence with such entries.
D. If an action concerning an employee is reversed
through the grievance procedures, either informally
or formally, any pertinent notation relative to the
action on the DFAS-DE Form 971 will be deleted and
the employee advised of the deletion.
E. Non-permanent entries made on the DFAS-DE
Form 971 (currently in Section 15) will be retained for
no more than 2 years.
NEW ARTICLE
Smoking Policy
Section 1. General. With the public health in mind, we
agree that a smoke free environment is in the best
interest of the health and safety of the employees.
In August 1992, the Environmental Protection Agency
(EPA) published a report entitled, "Health Effects of
Passive Smoking: Assessment of Lung Cancer in
Adults and Respiratory Disorders in Children." This
report addressed recent research into the hazards of
environmental tobacco smoke (ETS) and supports
the concept that the exposure to ETS has potentially
serious negative impacts on the health of exposed
individuals. The hazards of smoking tobacco
products have long been documented and substantiated,
and such information had been made available in our
society. Additionally, this article incorporates DFAS
Smoking Policy, dated July 13, 1993, and local
surveys and research.
Section 2. Designated Areas.
Smoking tobacco products will only be permitted in
designated areas. The use of tobacco products
inside DFAS-controlled office space, structures,
government vehicles, and other enclosed spaces
will not be allowed under any circumstances.
This includes private offices, hallways, restrooms,
staircases, and other spaces not normally used as
work space.
Section 3. Personnel Practices.
The use of tobacco products will not be determined
or be a consideration in promotion and hiring
practices. Potential DFAS employees will be advised
of the smoking policy.
Section 4. Cessation Classes.
Employees will be allowed reasonable official duty time
to attend a tobacco use cessation or similar type
program conducted on site.
Section 5. Smoke Breaks.
Supervisors will allow tobacco users to take reasonable
breaks with the understanding that they must meet
the existing performance standards.
Section 6. Monitorship.
Employees are not responsible for, nor should they
attempt to police violations of the smoking policy.
NEW ARTICLE
Reopening of the Supplemental Agreement
We agree that reopening of any part of this
supplement will be based on the consensus
of the Labor Management Committee.
