Dear Linda:

I request that a copy of the following documents (or documents containing the following information) in possession and custody of Defense Finance Accounting Service (DFAS) be provided to me as related to the Time-Keeping and Labor Reporting System known as Momentum and/or EBiz:

1. Copy of the Statement of Work (SOW)

2. Copy of awarded contract with amendments detailing deliverables and costs

3. Copy of DFAS reports specifying DFAS labor costs from September 1, 2001 through April 1, 2003 to study, contract, implement and maintain this system

4. Copy of DFAS reports showing labor costs to train, use and support use of (employees, BLX's, surrogates, IT labor, DISA associated costs etc.) this system from September 2002 through April 2003

5. Copy of reports and/or equipment/software purchase orders detailing DFAS capital investment in set-up and support of this system from inception through April 1, 2003.

In order to help to determine my status to assess fees, you should know that the American Federation Government Employees Council 171, a noncommercial, nonprofit, public interest group and asks that a waiver from search and copy fees be granted. If search and copy fees will be assessed please inform me via email (kelley.dull@dfas.mil) of the total fixed amount prior to applying such fees.
