Performance Rating Challenges:

When an employee challenges their performance rating it will have an impact on their performance. A supervisor may scrutinize the employees other projects to prove their case, or the employee may fear retribution. Either of these instance may cause the employee's performance to degrade, not to mentioned the increase time in documenting their performance.

Additionally, the "Rating Challenge" process will have to be fair and transparent and provide the employee with a mechanism to minimize fear and unfair decisions.

A panel of employees and union representatives should be established to review and recommend procedures to insure the process is fair for all.
