In no way will this new system help DOD, all that will happen is employee's will look for work else where or will take a buy-out. DOD is stupid if they think that supervisor and manager are perfect people and that any and all decision they make concerning your work and performance are truthful. When that just isn't the case, supervisor have there favorite employee's who do you think will get the best performance evaluation an employee that stands up to abuse and mismanagement or the employee who excepts the abuse and mismanagement and does nice stuff for the supervisor. DOD will hurt tremendously when the NSPS regulation are implemented because it will give supervisors and managers to remove any worker that dares to question there leadership or question there tactics even if the employee truly was the best performer. No manager or supervisor should be able to harass or berate there employee but that exactly what they are going to be able to do, and the employee will have nobody to turn to for help. I think if DOD was serious about everyone performing well that they would allow the employee to have some say in the way there supervisor and manager have performed, weather it be one or two portion of the evaluation process this will even thing out and will make sure that employee are treated with respect and are included in on evaluating performances. If DOD goal is to get the employee and supervisor to communicate more then the plan I proposed would be prefect since this would give both the opportunity to tell the other what they expect of the other and what they think they can provide this way neither would be surprised or be caught off guard, we just can't hand supervisors employee careers because if we do there won't be any employee's just supervisor and managers. I hope that DOD can really take a step back and evaluate what exactly they are proposing and make sure it isn't one side because right now the regulation only reward and retain people management likes or doesn't see they as a threat to there leadership. The only way we can make sure employee, supervisor and manager are performing well is if we hold them accountably for themselves and each other, so I hope that you would really consider what I proposing because it would be better for all parties. I totally understand that DOD is looking for flexibly, but just because you're flexible doesn't mean that you do have good balanced. The biggest problem with NSPS is the lack of balance in the proposed regulation you have give management and supervisor all of these rights and powers and have restricted employee from using method to make sure they treated fairly. If NSPS is enacted as is the civilian workforce within DOD will hurt and so will our military counterparts so before you implement NSPS be sure it is the best think for all of us not just some of us.
