Comments:

I am opposed to the implementation of NSPS for several reasons. The first is the fact that there has been no sharing of information, no response to request for specific information as to the sort of problems that will be addressed with NSPS. There has been no observance of statutes or involvement of Unions in the development although DOD was told there would be. The second reason is because it gives promotion and pay decisions over to the discretion of the Supervisor. It reduces salaries and does not give an opportunity to change decisions. I can see no reason for the implementation of NSPS and ask that further development be halted until some of the issues surrounding it are resolved.
