The proposed National Security Personnel System (NSPS), as written, is very anti-labor and was developed without the involvement of the Federal Labor Unions. It is a bias proposal that is incomplete in many aspects. If passed it will open the door for the return of cronyism, party patronage, and the spoils system. Both the involvement of Congress and the Federal Labor Unions is required in the revision of this proposal to restore objectivity to it. The Department of Defense is hiding behind National Security scare tactics to strip its civilian workers of their rights. This cannot be allowed to happen. The historic rational that lead to the creation of the current Merit System is still sound. Its principles should not be completely abandoned in favor of the NSPS. The NSPS proposal, as written, represents a giant step backwards in the field of federal personnel management.
