SUBPART C 9901.311 & 9901.321-323 ; The DoD appears to be trying to avoid paying annual cost of living increases to its employees. Their proposed methodology is unfair to its civilian employees. All future cost of living adjustments will be subjectively based on the whims of the DoD. How will consistency, regarding cost of living adjustments, between the difference Pay Bands within the NSPS and the General Schedule pay system be maintained?
