SUBPART D 9901.405-408: This section is ambiguous. It needs to be better defined before its implementation is considered. The proposed performance expectations are very subjective. What does the DoD mean by, "performance expectations may include behavior; goals; objectives; competencies; contributions; workforce requirements; etc". To avoid management abuse of the system, these expectations need to be better defined. Management has historically failed to provide meaningful feedback regarding performance expectations to its workforce in the past. It is not clear how the NSPS will change this pattern.
