SUBPART D 9901.409: Civilian employees of the DoD have very little recourse in challenging their performance ratings. This is unfair. Under the NSPS individual performance rating carry more weight than even. An independent review process located outside of the DoD is mandatory to provide a reality check for the NSPS. As written, the proposed system is bias toward management and is subject to abuse.
