My comment is as a veteran and senior civil servant
to take away my rights that I have worked for as a government employee is ending as a second rate citizen with no rights to decent or honest legal representation to a system that allows employee's mistreatment of rights that will be and is costly to the government at present do to managements illegal process of documentation cover-up, costing employees personal expense for legal lawyers that
should be inhouse (grievances) under the chapter 71 provision and union representation. To impose this new NSPS for home land security is just another way of covering-up and forcing cost of outside representation of lawyers to fight discrimination and illegal documentation on civil servant employee's costing them personal expense that will increase legal action at a higher cost to government spending for law suits and degrade personal moral and pride. I am an American Indian, veteran of foreign war with a 5% preference and 25 year seniority which can, under the new system as presented, be R.I.F or replace buy a contractor just because my supervisor doesn't like me... not because I don't know or do my job it's because he just don't like me. As far as national security... I believe that all Americans want the same , but I can not see this under this system as it is being presented management is hiring contractors without background checks, not truely knowing where they live locally... and are part of the work force just because they are a friend of a friend... and they can intrude on my seniority because their a managers friend. This system will violate national secuity or worse, give access to, and needs to keep curtain guide lines. The backbone of any government is the people and I AM ONE!
