The new NSPS system is an egregious assault on employee rights and bad management practices. The DoD's stated goals are to provide teamwork to its mission but the new paybanding and performance rules will undermine teamwork for the sake of possibly saving a very small amount of the DoD budget if it saves any at all. It has been proven by academics that pay for performance systems in government workplaces are actually counter productive and lead to higher costs and knowledge management losses.
