NSPS is a system which has not been tried before yet DOD and another agency DHS is implementing a new system without fully trying or testing the system to determine areas that will need to be modified. Example is the appeals and adverse actions. NSPS reduces employee time to appeal and limits review to a board to supposeitly increase efficiency.

The NSPS has also not had the buy-in of DOD employees and unions. The system should have been reviewed and tested by the ones it will regulate before being submitted for comment.

NSPS also prevents employees from perform to the best of their abilities in an enviorment of openess and fairness. Instead NSPS creates an enviroment of hostile competition and secrecy. Projects will be used to rate employees. Employees will be forced to keep records to defend themselves. Parts of projects will be kept hidden from employees that most need them for fear of oneupmanship.

The very benefits of NSPS is trying to achieve is missed under this system. There is a rush to judgement to get this system implement without a full test of all the areas. And it creates a hostile enviroment among employees in trying to make a living, be of value to society, and create a safe and secure country.

The existing personnel system has stood the test of time and created a competive work enviroment that is fair and honest. It has stood through World Wars, Vietnam, Korea, and other battles involving our miltary.

Therefore in my view NSPS should not be implemented under any circumstances in whole or in part.
