Comments:

I oppose the entire program. It is a subjective approach and completely unfair to employees. Some employees will get it all while others get nothing. It is an unfair program and would result in distrust of management, decreased morale, and lower productivity, ultimately harming national security. No changes should be made to the current pay system used by DoD.
