Section Recommending Change:
"Employees on temporary promotions will be returned to their official position of record prior to conversion. GS employees will be converted at their current rate of basic pay, including any locality payment, adjusted on a one-time pro-rata basis, for the time spent towards their next within-grade increase."

Recommended Change:
Add the following to the end of the paragraph: "After conversion, managers may immediately return affected employees, based on prior justifications, to prior temporary job requirements via temporary promotions or within-band reassignments with pay increases."

Rationale.
Managers need to minimize the turbulence and fear associated with conversion to NSPS. Employees placed on temporary promotions are usually high performers that do not need to be made to feel like they are the only ones being converted without applying the principle "without loss of pay." The conversion of employees on temporary promotions should be without the appearance of loss of pay, and achieved by a simplified process that assures that the work needing to be accomplished will be achieved in a transparent and seamless process.
