Section Recommending Change:
"Employees in career-ladder positions below the full performance level will be placed in the appropriate career group, pay schedule, and entry or developmental band."

Recommended Change:
Add the following to the end of the paragraph: "During the first 12 months following conversion, employees will receive pay increases for non-competitive promotion equivalents when the grade level of the promotion is encompassed within the same broadband, the employees performance warrants the promotion and promotions would have otherwise occurred during that period via career-ladder training plans."

Rationale.
Managers need to minimize the turbulence and fear associated with conversion to NSPS. Interns and employees on developmental assignments need to be assured that if they perform to the level prescribed in their formal training plans, that conversion to NSPS will not adversely impact their pay increase opportunities.
