If the Fed. Gov is working to improve HC, why do we need NSPS. The current laws, and rules allow management the flexablity need. BUT, management will not police themself.
As a vet, Fed. Gov. promise I will be last one to lose my job. In NSPS that is not so, I will be treated the same. Civil Service was created to work the vets! The civil service should be the benchmark in best place to work and the worst.
Are we turning back the clock to 1800 style of management.
Pay banding is not fair, one supervisor can reduce your pay. Without good recourse, how can you keep your pay the same day by day.
As stated, THE GOOD OLD BOY SYSTEM IS LIVE AND WELL!
By removing the roles of the union in the work place, you are removing the checks and balance.
If we go under the NSPS, then we the voter should have our Sentors and Congressmen under same system were we set they pay. Each time they vote on a bill, $100. Each time they help a constituents, $100. Each time they miss a vote or did not help a constituents, the pay will be reduce by $10.
The NSPS will not be good for civil service.
Please do not allow this system reform civil service.
We do not train our management to the level need now. In NSPS the training will be 3 to 5 times more training. This is so supervisors can have the softskill need to set goals and encourage the worker to do more. The cost of NSPS will be more that now. If a national contract is what DOD, then ask the Unions!
