Comments:

(1) See no problem with the government going to a pay for performance system, during my career (federal service over 25 years ) that is always the way it worked, if you were not performing then you did not get a bonus. (2) Although, believe it is not correct to take away the yearly cost of living pay adjustment, especially when the rest of the government will be receiving. (3) Length of service will not count if their should be a reduction in force. (4) Not appropriate to group individuals into a pay band, if you are out the bottom of the band it is great for an individual because they have room to increase their salary, but for employees who are currently at the GS-15 level you will be frozen and especially if they take away the cost of living or locality pay, which can affect your retirement. (5) Unfortunately, what will happen in a system like this is that employee's morale will suffer because individuals will now be competing for salary increases, and leadership will bring in individuals who they favor and unfair to employees with a long history of dedicated life as a public servant. (6) Currently in March and we have received little if any training on how NSPS is going to work and we are starting in July. The HR folks are not really even sure how things are going to flow and unable to answer your questions, which is understandable because system is new. Believe that Navy is rushing into this with alot of unanswered questions, therefore causing discontent and Congress and unions are not satisfied with answers to their questions. From what I read DHS seems to be taking a slower approach. (7) Leaders have sold this to Congress as an approach that is not going to cost anything up front and that is not the case and will there be enough funding available in the pots to reward performers.
