Regarding section 9901.342 Performance Payouts paragraph (e) Proration of payouts. It appears that this language requires DoD to prorate payouts for employees in the categories listed in this paragraph. Would it not be more appropriate to give DoD the latitude or discretion to prorate without Federal Register language that appears to require proration
