I'm a federal employee with Defense Contract Management Agency. The thought of the new personnel system is scary in the following ways:
1. It is more vulnerable to the good old boy network of supervisor/pet employee relationships than the current system. Rewards will continued to be given to favorites.
2. It opens the doors for "easy,quick" employment of friends and relatives not in the government while overlooking similar employees capable of the position.
3. The new system overlooks the fact that federal employees are just that: employees. The new system wants more flexible employees relative to movement, or be placed in a higher grade position such as the CCAS program which offers higher pay for those willing to accept hazardous duty. Willing is the key word here. In such case, federal employees should receive the benefits that military folks do, such as free medical, housing and education subsidies.
Federal employees are repeatedly compared to military personnel. It should never be overlooked that they are not the same, and do not have the same responsibilities. I plan to leave the DOD for a position in another agency.
