I, Richard A. Smith, oppose N.S.P.S. reduction in pay for federal workers overall, to end civil service protections, to end meaningful collective bargaining, to allow managementto decide who get raises based on subjective criteria and change work hours and civilian deployments at will, to cancel large portions of existing collective bargaining agreements, and to end senority rules on layoffs and reduction-in-force.
