To Whom It May Concern:

Im an Excepted Civil Servant employed by the National Guard. I wanted to let you know that NSPS is a big disappointment and an insult to me and my profession.

Excepted Civil Servants are required by law to hold there Military position and there Civilian position (Duel Status) under Title 5 USC. With this being said the following questions need to be answered.

1. Why did management not notify me as to this proposed NSPS system?
2. If NSPS is a proposed change to our system then we should be thoroughly informed an inundated with Information. Why did this not happen?
3. How will pay parity, Civilian/Military be set?
4. How will nepotism be handled?
5. How is it that Congress has told you that 5 USC Chapter 71 rights will not be affected and you are changing them?
6. How will individual States fund their Technician program if Congress cuts DOD funding like this year for civilian funding?
7. How will we receive our cost of living increase (COLA)?
8. Why did our State Head Quarters not notify us?
9. Why did DOD spring NSPS on the floor when it new a majority of it Excepted Civil Servants National Guard and Reservists are Deployed and unable to make comment?

This proposed system is designed to hurt those it should protect. NSPS will strip its Civilian work force in benefits and pay. NSPS will take away our third party independent rights.
