Bring on the NSPS. I'm tired of high-level people getting their positions and sitting on them for life, while worthwhile lower-tier workers are shut out.

If you do the job, you get the pay. If you do more than the co-worker, you get the reward.

Unless the AFGE can propose a fix for the current practice, I see no reason to not overhaul it.
