Workforce Shaping - Subpart F

The proposed rules state the following,"Under the proposed regulations, employees are placed on a competitive group's retention list in the following order (1) Tenure Group, (2) veteran's preference, (3) individual performance rating, and (4) length of service." Tenure group is a vague concept, that needs more definition to allow a fair evaluation. The proposed sytem should give a clear and specific definition for "tenure group" considering it's high value for RIF retention. Also, length of service should be clearified somewhat, describing how it will be calculated.
