The text in the nsps proposal does not reflect any concern for protection of the employees from capricious and vindictive actions by management, protections which history has proven to be needed, and puts no controls over management. Control over management is essential.as authority with no constraints is open to abuse.There is no good reason for this system, Save taxpayers an unjust burden.to attain an unjust system.... scrap it ....
