The proposed pay for performance system will not work at my agency (navy). The good old boys system is and always has been alive and well. This will first create competition to establish the peeking order to see which employee is at the front of the kiss up line. Its is so bad in this agency we had a past situation were a supervisors had his subordinates putting up a metal building for him on
the weekends. These subordinates were the one that got the performance awards that year. This was reported to the internal (now defunct hot line) and it was covered up. With this system in place most employees will spend a great deal of time competing for the front of the peeking line.
