  This idea about supervisors/managers having the power to make the decisions is hogwash and dangerous hogwash at that.  Individuals, especially those who perceive (often incorrectly) that they have some power over others abuse that notion and make arbitrary judgments colored by their personal prejudices.  This is NOT a good idea.  I repeat, THIS IS NOT A GOOD IDEA.  The supervisors must be held accountable in the way the current system holds them accountable for their management actions.  A system is in place that helps to make this country's defense the best in the world.  The security of its workers, civilian or military, makes a secure force and binds them in strength.  If the system becomes oppressive, the employees will not be as effective and morale will suffer, weakening our force.  The current system works.  If it ain't broke, don't fix it.
