   DoD NSPS Comments:

  In the proposed regulation, the Secretary indicates a need for civil service management reform due to the fact that the current system puts the DoD at risk in its role providing for national security.  I believe this to be a lame reason, for I cannot recall at any time, where the DoD fail to meet its commitment in protecting our nation.  The Secretary offers many glorious and emotion stirring statements as to why civil service managment needs to be changed, but does not offer one shred of tangible proof to support those boisterous claims! 

  The Civil Service System in DoD has and is working as well.  The only problem seems to rest with the Secretary.  It would be cheaper to the taxpayers to just change Secretaries.
