  I would like to know how the NSPS is going handle personnel who have been promoted to GS 7-9-11 once it goes into effect.For example someone who was promoted to the 510 series as a GS-7 with yearly advancements to GS-9 then GS-11.  Once NSPS goes into effect they are currently at the GS-9 level.  How will this individual get their GS-11 increase after the required year of training has been completed?
