  I have read with disappointment plans to eliminate the GS system and the current program for compensating/managing DoD employees.

 

  I believe the main purpose of the proposed system is to increase the size of the slice of the compensation pie going to the highest paid set of "so called" leaders/managers/administrators/bureaucrats in the DoD (and executive branch) - the "insiders" - at the expense of the rest of the employees in the DoD.

 

  Will the proposed plan take compensation dollars from most DoD employees and give it higher paid, DoD "insiders" Yes

 

  Will compensation dollars be allocated based on insider politics, rather than performance?  Yes

 

  Will the proposed plan increase job dissatisfaction among many DoD employees?  Yes

 

  Will the proposed plan drive many high performing DoD employees from DoD? Yes

 

  Will the proposed plan improve DoD performance for taxpayers?  No

 

  Will the proposed plan increase costs to taxpayers?  Yes

 

  Will the proposed plan decrease overall DoD performance (make it a worsedeal for taxpayers)?  Yes

 

  The proposed compensation, personnel plan is designed by government insiders for the benefit of insiders.

 

  There is plenty of evidence that the current set of federal government leaders/managers/administrators/bureaucrats - insiders - come up short on performance benefiting taxpayers:  all one has to do is look at the huge federal deficit, huge annual federal budget deficit, the tremendous over spending on wasteful and useless programs, and the gross intrusion of the federal government in affairs better left to state and local communities/governments.

 

  The last thing taxpayers need is to pay the "leaders of government" in the executive branch more money for doing such a poor job.  The same may be said for the poor performance of our legislators in Congress.

 
I vote no for the proposed compensation, personnel system reform.
