   I have worked for the federal government under my old contract for 24 years now (18 years with DCAA) and I don't think that it is right changing my contract after all this time.  When I initally started working for the government I decided to forego the increased pay I could make in the private sector for increased stability with the government.  Now Congress is considering revising my contract totally.  At this point in my career and life I would have a hard time finding a job some where else and I think changing my contract now so close to my retirement is totally unfair and unethical.  I think at least for we people that have worked for the government for 20 years or more our contract should remain as it was for these reasons and not be modified.

 

    It is also my understanding that for RIF purposes length of service is only incidentally considered in the proposed personnel system.  As an auditor many of the large companies which I audit or have audited (such as Texas Instruments) seniority is a large part of the formula for the RIF process not an incidential part as in the new proposed NSPS RIF process.  I also don't think this is a good idea either since as I said above many of us employees who have worked for the federal government for a long time decided to forego increased compensation for increased job stability when we started working for the government.  Consequently, I don't think it would be ethical to change this portion of the contract for us employees who have been with the government for so long.  I think being paid for performance is a good idea but I think that we people who worked under the old contract for so long (20 years or more) should be taken into consideration and the new system should be modified accordingly.  If you need further input from me do not hesitate to contact me.
