I fear that this new personnel concept over time will be viewed as unfair and aimed at political favorites by most workers and will be destructive of the civil service work force.Those persons who quietly do their work and do not blow their own horn on a consistent basis will be left out and over time will pursue other employment with other companies creating a high turnover of skilled personnel.Everyone will be looking for that job that will pay them a dollar more an hour.I know from my own personal experience in my organization that favoritism is rife and individuals who pal around with the right people get ahead.This new idea will destroy what little teamwork we now have in civil service and create a more contentious work environment.
