I am a dyed-in-the-wool Democrat who for one is very glad to see that there will be a change in the way that civilian DoD workers are compensated.

Speaking from personal experience, the idea that the quality of an employees performance is primarily due to their length of service is illogical at best, downright ridiculous at worst. I am glad to see a more performance based system for pay- anything that can reduce the bureaucratic, wasteful, underperforming mindset of some civilian workers is a good thing.
