  To whom it may concern

  Over the years (5) of working under the Civilian Acquisition Program (PayBand, future NSPS),  although it has been very good for me, I have observedthat this does not improve the work output of the workers.  It only inspiremore "kissing up" from the workers, which usually leads to a betterperformance rating from the supervisor.  I have encountered people who wereworking very hard no-matter what the pay system was, and did not getrecognize because they were not the supervisor's favorite, or were not verygood at selling themselves on paper, which is the only thing that will beseen for their rating.  Now I work in a regular GS pay program, it seems tobe much more fair that what I have encountered when I was in the other system, on general people are working hard, and should be rewarded for it.
