Comments:

I strongly disagree concerning the deployment of civil servants to wherever needed through the world. This would have an adverse impact on family life and is not what we signed up for as a civil servant.  We be no different than a reservist the way it looks to me.

Also, leaving pay raises in the hands of immediate supervisors is a disaster. We'll be back in the "good old boy" days. It's bad enough now with employers circumventing the system and rewarding their buddies with within grade inceases and monetary awards.

   
This NSPS system is a disaster waiting to happen and it will be a sad day for civil servants when it comes into effect.
