February 22, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for DoD for 20 1/2 years. I am angry that these proposals treat the employees who help defend our country as the enemy. I work hard and am commited to each and every task. For the past 10 years I have been mistreated by my employer because I whistleblew to protect the Florida Taxpayers money we mishandling. I have faced retaliation/reprisal/discrimination/harassment and no promotions and lower than expected yearly evaluations. All because I tried to protect my Federally mandated program--the credit card program. The Navy IG even said that I have been treated criminally. The managers today already can ruin a Federal Employee's career such as mine because they choose too. They already have the rights to carry on businesss as usual without proof of the employees wrong doing. Mistreating this employees has already hurt the agency?s mission. I am very upset by NSPS. This system will change the way workers are paid, evaluated, promoted, fired, scheduled, and treated. These rules would create a system in which federal managers are influenced by favoritism rather than serving the civil concerns of the American people. My bosses have lied intentionally about me for years and for years gotten free labor at my expense and at the expense of my child (I am a single parent just barely making ends meet. ) We do not need a new personnel system. We need managers that are held accountable for their actions at the highest levels of government. We need a systems by where employees rate their bosses and the accountability and proof go all the way up the line. Then we can hold everyone accountable for the Federal funding as well as the tax payer funding that the DOD utilizes. The new NSPS system is the worst possible system for all Americans. Please stop this system and give back to hard working American's such as myself a system that will help us do our jobs more effectively--not take away our ability to perform. NSPS will take away our ability to perform because our fantastic workers with knowledge and years of dedicated experience to the position/misson will be replaced with contracted out employees that are only here for the paycheck. I am here for my country and for my pride in my duties. My pay certainly has not kept up with anything since I haven't been promoted in over 10 years due to my supervisors lies about my performance. He has admitted to Local 1380 that he doesn't know what I do or how I do it or how long it takes to perform my duties. Yet annually he is allowed to lie about me and deny me earned promotions. NSPS will not stop unethical supervisors from harming employees. It will only allow unethical snakes in the grass to hand pick who they choose to work with and when. The current personnel system works and is effective across the board if we had honest stewards of the program. I need my benefits secured and my retirement secured. I have worked hard for the Federal Government and hard for the people of the State of Florida. We need to protect the jobs we have and I need your help in fighting against the NSPS system to protect my job and my child's job in the future. If we don't stop this train now, matters will only be worse for everyone that follows in our footsteps. The general public is next. I have already been abused by my supervisor for the past 10 years and I followed the regulations to the letter of the law. Please help stop the abuse. NSPS will only allow more of the same for all Federal Employees. . Please stop the NSPS system.
