February 20, 2005 DoD NSPS Comments , DoD NSPS Comments: I'm a vet. I served my country. After I got off active duty I raised my hand yet again as a civil servant - and continue to serve my country. I work at Fort Stewart in the military hospital taking care of injured soldiers when they come home. I take care of the retirees that served. I take care of the stressed out family members of those deployed. I do all this though handicapped in a head-on collision by a 3rd ID soldier who hit us in his pov with no insurance while using it on official military business. His chain of command whisked him away from here to Korea and he has a warrant for his arrest. He was promoted to a noncommissioned officer, I was demoted to a booking clerk. My family has permanent lifelong disabilities and fear of our future with all our medical issues. My family has paid DEARLY to support the 3rd ID. I can do just about anything asked, whereas contractors often won't, will stop and say "Its not in my contract, but we can renegotiate for more money". I and a few others were put in for a step increase by my supervisors, but because it got lost somewhere after submitted to the command of Winn Army Hospital and found AFTER the fiscal year - we could NOT be given the promotion. With no automatic step increase - those of us supporting these soldiers were just slapped in the face. Needless to say - all the efforts of the past couple of years taking care of these soldiers at high optempo, being villified on the evening news for having soldiers "languishing" in barracks waiting for health care which we were providing as best we could with the resources and assets we were given - all this and my efforts to date taking care of my patients while learning to walk again and still coming back strong and rising above many of my peers with my performance mean N O T H I N G under the honorable Mr. Rumsfelds plan. Where is the honor in that? If the intent in this new system is to reward hard work, I can assure you it does not. If the intent in this new plan is to change an atmosphere of mediocre performance - as an employee of the month for my very large facility in 2004 - I can assure you that this new system has communicated to me that no matter how hard you work, no matter how much effort one gives above and beyond ones peers - it means NOTHING at all if you are civil service and your command doesn't care. Actions speak louder than words. How do you think military commanders would feel if their Officer Evaluation forms for 2 years covering their command of a facility were lost and their time and efforts forgotten? Yet they can do this to their civil service employees??? Welcome to NSPS ladies and gentlemen. I can assure you I will remember this on election days and with my wallet where I shop. I believe strongly in the saying "You get what you pay for." Sincerely,
