February 22, 2005 DoD NSPS Comments, DoD NSPS Comments: Congress: As a civil service employee of 24+yrs, I applaud NSPS. I for one, am tired of seeing flower pots being awarded step increases and exceptional performance ratings. I too, have received the above, but I can honestly say that I have earned them. Yes, you should be promoted based on your abilities and job performance, and yes you should be reprimanded when deserved. THANK YOU!
