All this is because of the war that congress cannot afford, so they want to take out the DOD workers. We have homeless people here in the USA, it will be more homeless/unemployed DOD workers. You need to help the USA before you help other nations, who is helping the USA? Nobody, if you make a new pay system then I hope it affects congress, see how they like your pay being messed with or being homeless or jobless.
