To whom it may concern, My comment on the proposed NSPS is this..... If I read the regulations correctly, increases in pay shall be (at least partially) based on the performance of the individual worker. There does not appear to be any incentive for experienced, knowledgeable workers to share their experience and best work practices with junior workers. By not sharing this information, the more experienced worker will maintain a "performance" edge over the junior worker (their competitor for a pay raise), thus securing better pay for themselves. This has the potential to lead to reduced production/efficiency and a loss of knowledge when the senior worker leaves our employment. QUESTION: What part of the NSPS will prevent this type of withholding of information? Thank you for your attention,
