March 2, 2005 DoD NSPS Comments , DoD NSPS Comments: I joined the Acquisition Demo, which should be similar to NSPS. I believe pay for performance is a good thing -- worked well for me in commercial life, and should work well in government life. However, AcqDemo had clearly defined pay levels, pay periods, average payouts, etc. I cannot in good conscience endorse NSPS until these same issues are clearly defined for that program, too. I am concerned about undefined locality pay, undefined minimum adjustments and performance periods, and undefined pay band minimums and maximums. When I came to work for the government, these issues were clearly defined and I knew where I stood. I fail to see how the DOD can attract new employees from industry with a murky pay systems like the NSPS system, and I urge all of you to delay adoption of this system until it is thoroughly defined and understood.
