March 2, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. Why is it we tend to go from one extreme to the other? There were shortfalls under the old system, but there were also many good things. DOD has civilian employees it must maintain to get the mission done, it is that simple. Teamwork is essential in many areas. Systems that link pay to performance and job opportunity to appraisals tend to dilute a good workforce with people who are primarily good at one thing. That is; blowing their own horn. The fact is that the new proposals will only factor in more personal bias and favoritism than already exists. Do you really think you are going to get and retain the best workforce with a system tailored for the brown noser? Our country's defense programs may be put at risk when suddenly one day a program manager wakes up and realizes the bulk of their workers who have been rewarded were simply adept at the age old art of schmoozing the boss. If you think it can't happen because the managers of today are somehow different than those of the past, then you are living a fantasy. Don't put defense programs at risk, performance linked job opportunities will only inject un healthy competition between workers and kill teamwork. Sincerely,
