March 1, 2005 DoD NSPS Comments , DoD NSPS Comments: Honorable Senator Ted Stevens, Honorable Senator Murkowski, and Honorable Represenitive Don Young, As a >30 year DOD employee, I am very concerned as to the direction the NSPS is taking DOD's workforce. Currently we have a fair and equitable personnel system where objectivity and established standards and values are clearly evident. Under NSPS it appears that objectivity is being replaced with subjective standards and policies. While I agree that streamlining hiring/dismissals is relevent and should be reviewed, it should be addressed through bargaining and negotiation. NSPS does not demonstrate fairness to the employee, outside agency review and mediation and a pay system based on merit, performance and longivity. I urge you to carefully review the impacts on the dedicated DOD workforce. Sincerely,
