March 1, 2005 DoD NSPS Comments , DoD NSPS Comments: As part of the 30-day public comment period (2/14/05 to 3/14/05), I'm writing to pass along my concerns regarding the proposed changes to Department Of Defense (DOD) work rules known as the National Security Personnel System (NSPS). As a veteran DOD employee, I consider the proposed NSPS system to be an insult to my strong work ethic. The proposed NSPS seems to treat employees as guilty until proven innocent; thus, placing the authority of pay raises exclusively in the hand of supervisors. As a DOD employee in the current GS work system, my satisfactory work guarantees me a deserved pay raise on the "step" system. In addition, I'm very upset with the way the proposed NSPS system will change worker's pay raises, evaluations, promotions, and workplace treatment. The proposed NSPS rules will create a system in which federal managers are more influenced by favoritism than serving the American public.
