March 1, 2005 DoD NSPS Comments , DoD NSPS Comments: I believe that I will lose my job when I start working under NSPS. Why? I have worked for the NAVY for over 20 years. I graduated from Penn State. I have a BS in Bus Admin. Major in Quantatative Business Analysis. I was given a fully satisfoactory rating my first year. After that I was given an outstanding until I moved to a different section with a different supervisor. He gave me a fully satisfactory the first year. after that I received an outstanding until the Nay switched to pass fail. I now have a different supervisor. He gave me new work once because another employee did not have the ttime to do it. The second level supervisor then took this work form me after I had started working on it. They paid another agency $150,000 to do this work. The man assigned to do the work retired and it was never finished. I was asked by my first level supervisor if I was mad at my second level supervisor for taking this work away from me. I said no. When a fellow employee retired my first level supervisor gave me all his work to do plus my own. There were problems in my work area. A married man that I worked with starting coming to my home with his daugthers to visit my daughter. He never brought his wife. His oldest daughter was two years younger than my daughter. They did not go to the same school. He lived a half hour away. This went on for several years. if he asked to come over I always said no. If he phoned I said no. They would just show up. Sometimes they would sit in the driveway and wait for me and my daughter to come home. I was able to get him to stay away for 6 months. If he asked I said no. If he called I said no. This seemed to work. One Friday night I was at the movies with my daughter. He showed up at my house with his daughters. I do not know how long they waited. They were not there when I came home. He told me on Monday that they were at my home and wanted to know where we were. I had to go to him to get my computer supplies. I got crap from him. He made it very hard for me to do my job. I would have to go to my first level supervisor to get a good cd from him. My pc was dying. It had been reimaged several times. My supervisor forced him to give me a new pc. This married man made it very hard for me to do my work. He was not nice to me at work at all. He would call. His kids would call and I would not let them come to my house. I finally went to my First level supervisor and my second level supervisor and told them about this man and his children coming to my home and calling me all the time. All I ever wanted was for him to leave me and my daughter alone and stop making it so hard for me to do my job. A month after I had gone with my first level supervisor to see my second level supervisor I asked my first level supervisor what was going on. I believed that there would be an investigation. He said he had not heard anything. I sent an email to my second level supervisor asking him what was going on. I got a royal chewing out for asking him and not first level supervisor. And then in that same email I was accussed of accussing a felow employee of criminal activies. I was very upset with this email. I then received an apology from the married man. he apologized for bringing his children to my home. The man did not work in my section but he still sat in my immediate office area about 15 feet from my desk. He would watch me. He would stare at me when I walked out of the office. I had to walk by him to get out of my immediate area. His section was further down the hall. They could have moved him but they didn't. His section was then moved downstairs. I came to work one morning and I overheard my second level supervisor comparing me to a trouble maker that had retired. Only men worked in my immediate work area. He was very good friends with most of these men. He socialized after work hours with most of these men. He belonged to their bowling teams and their golf leagues. They did not talk to me. I asked my first level supervisor several times to move me out of this office space to an empty desk down the hall. After 6 months I accepted his appology. The next day he was moved downstairs. Then the rumors started. I forwarded his apology. My acceptance of his aplogy. And I forwarded the email from my second level supervisor chewing me out. It hinted that there was trouble between me and another employee. And in that email it also showed that I had been trying to move out of that office space for the last 6 months. One of his best friends did not want me to work in there. I received a reprimand for forwarding my second level supervisor's email. My second level supervisor had my first level supervisor file the complaint against me. The charge was deframation of a fellow employee's character. My second level supervisor's email contained the word CRIMINAL. I went to the union, I hired a lawyer. The second level supervisor heard my appeal. He upheld my first level supervisor reprimand. The union appealed to the next level. It was upheld there. the union appealed again. Since I no longer forward emails the reprimand was reduced from 2 years to 1 year. My request was granted to move me out of that immediate work space. I did not move. My supervisor did not want me to move. I was afraid of what would happen if I moved. On my performance appraisal for that year I was written up for involving my fellow employees im my personal problems. The only time I talked to anyone in that office about anything other than work was when the union said I needed to ask people if they would be a witness for me at my appeal. I bought a cell phone. Any personal phone calls(repairman, school nurses, doctors) I take those phone calls in the hallway otherwise I would be involving my fellow employees in my personal problems. My first level supervisor has ask me if I would give some of my work to a contractor to do. The contractor didn't have anything to do. I said no that I could do it. My first level supervisor and my second level supervisor will now decide my pay and will decide whether I will have a job in the future. Now you know why I believe I will not have a job in the future.
