March 1, 2005 DoD NSPS Comments , DoD NSPS Comments: I have worked for the Government for 17 Years. My father worked for the government for 40 years. In this time I have observed many cases of favoritism from supervisors that affected the employees ratings, bonuses, advancements, assignments, etc. In light of these observations I think the new NSPS system is not good. There seem to be no checks and balances.I have one friend whos boss only gives exceptional ratings to people who do special projects, but only will give thoes projects to a select few, even when others ask to do them. I don't think the originators of this system took into account the nature of human personalitys. History should tell us that any time some people have power over others, they will weild it in an abusive manner. Our division chief told us she does not give any exceptional ratings. Where does that leave this whole division in the face of a rift? Other supervisors have told us they are only allowed to give a certain number of exceptional ratings. That puts them in the position of trying to decide which of there hard working employees to give them. All in all this system would make things worse for the loyal, dedicated government employees who have served for many years. Sincerely,
