March 1, 2005 DoD NSPS Comments , DoD NSPS Comments: Please consider my concerns about changes to work rules in the Department of Defense (DOD). The proposed regulations, known as the National Security Personnel System (NSPS) are offensive to me. I served in the active duty military and as a Reserve soldier. Presently I'm a Civil Servant for DOD for the last 11 years. This message will be sent to both DOD and my representatives in Congress. I am angry that these proposals seem to treat the employees who help defend our country as the enemy. I am very upset by NSPS. This system will change the way workers are paid, evaluated, promoted, fired, scheduled, and treated. These rules would create a system in which federal managers are influenced by favoritism rather than serving the civil concerns of the American people. It will reduce the number of and treatment of Veterans, handicapped and minority jobs. Both present and future. Many are not treated fairly with the current performance evaluations. There are other internal agency challenges facing federal employees that will be mentioned here. I include them to show how dedicated productive employees are being treated overall. The new pay system will be the biggest insult we as DOD employees face. Change is needed although this is too much change in a short period of time. There are many civil servants that will retire soon in my organization. That prompts change in itself. To guide this change to something organized and productive is very important. To my knowledge management is not successfully dealing with that issue. The pay system will benefit managers and is already cited in news articles that it will help managers receive pay in line with the private sector. This is a growing problem to people who actually work and produce a product. Presently more and more employees are being contracted out which means they are temporary workers. An example is the Desktop Management Initiative (DMI) in the DOD Defense Finance and Accouting Service (DFAS) agency. The effort is failing. A new contractor is being considered. There are 12 people who may lose their retirement if contracted out here in the building I work at. We need work rules that preserve fairness, serve the American people, and respect the rights of Defense Department workers. Thank you very much for your thoughtful consideration. Sincerely,
