February 28, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have worked for the Social Security Administration for years and I am appalled the these proposals are in consideration for the civilian employees at DOD. My colleagues at the DOD work hard in our nation's defense. In this time of war they are there to support our troops and our country. Now, in spite of their best efforts, they are threatened with these new NSPS rules. The NSPS rules would institute the new "pay for performance" criteria for pay raises. This is just a return to the patronage system of the nineteenth century. The DOD employees will have no guarantee that good work will be rewarded. There will be no reason for experience, knowledgable employees to stay with the agency. And if and employee disagrees with an evaluation the only recourse will be to talk again to management. I understand the my colleagues at the DOD also have concerns about the NSPS rules on overtime and civilian deployment. There is no way that I can thank the civilian employeesof the DOD for the jobs that they do every day. They deserve better. They deserve to be treated with some respect and the definately deserve fair work rules. I ask that you instruct the DOD to review the NSPS proposal and resubmit an appropriate plan for their civilian employees. Sincerely,
