February 28, 2005 DoD NSPS Comments , DoD NSPS Comments: This new system is immoral. To take away seniority rights from employees is a slap in the face to employees who have been dedicated to Govt. service for many years. Our ancestors shed blood to get these rights and protections. At the very least, CSRS employees should be exempt from this system because they have the most to lose. "Pay for performance" could only work in a pefect world. This opens the door for bad managers to reward their friends. Many jobs have no real measure of performance and therefore is left to the opinion of the supervisor. How can you retain employees when they are not rewarded for their years of service? This system will destroy the whole "team concept" that we work under. Morale will go way down and therefore this will hurt National Security not help it. In a time where families are more stressed than ever and parents sometimes have to work two jobs just to survive, Union rights should be strengthened, not weakened. This system is so unjust, it's disgusting. Sincerely,
