February 25, 2005 DoD NSPS Comments , DoD NSPS Comments: I write to express my concerns about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. I have been in civil service for 23 years and loved every bit of it. But to tell you the truth, there are a lot of military and civilian managers that are abusive and will take every opportunity to use this new system of hiring and firing to their advantage. I have worked with officers (I am a secretary) who scream, curse, and blame me for every missed appointment and late suspense in the squadron - even though the person responsible didn't do their work. I have watched civilian supervisors promote through the good buddy system when others were more qualified. Do you really think this new system will stop that? I say it will promote it even more. I say that as a squadron commander's secretary, I am at the mercy of every boss that walks through that door every two years. I have a Master's Degree and still can't get promoted. But I'm going to be 50 soon and I bet with this new system that gets me right out the door - because all I hear from this next generation of troops is how old the civilian population is and that they need new younger, more vibrant blood in the squadrons. Too bad my brains and experience don't count, just how old I am and how fast I can move. Sincerely,
