February 24, 2005 DoD NSPS Comments , DoD NSPS Comments: I am writing to express my concern about changes to work rules in the Department of Defense (DoD). The proposed regulations, known as the National Security Personnel System (NSPS), were printed in the Federal Register on February 14, 2005. This message will be sent to both DoD and my representatives in Congress. The proposed regulations have been justified on the basis of a supposed need for management flexibility. After a couple of decades of working for the Department of Defense, it seems to me that management seems to have as much flexibility as is necessary now. I believe that the impetus for this supposed reform is political ideology rather than need. There also seems to be potential for use of the proposed regulations for the re-introduction of a political patronage system into Government employment. Sincerely,
